Technical Programme Manager – Construction & General Contractor

Position

The Technical Programme Manager – Construction & General Contractor (TPM – C&GC) is a full-time role based in Singapore or Indonesia (Batam).

The role reports to the Programme Director – Data Centre.

Overview

The Technical Programme Manager – Construction & General Contractor is responsible for leading the technical planning, governance and execution of the construction programme for mission-critical data centre developments, ensuring projects are delivered safely, efficiently and in accordance with client requirements, technical specifications, programme objectives and industry best practices.

As the technical authority for construction delivery, the role establishes construction strategies, governance frameworks and delivery methodologies across data centre projects, providing leadership throughout design coordination, procurement, construction execution, quality assurance, stakeholder management and project handover.

Working closely with project delivery teams, design consultants, general contractors, trade contractors, equipment suppliers, commercial teams, commissioning managers and client representatives, the TPM – Construction & General Contractor ensures construction activities are executed safely, to the highest quality standards, within budget and programme, while driving continuous improvement and construction excellence across the portfolio.

The role provides technical leadership, governance and assurance throughout the construction lifecycle, ensuring facilities are delivered ready for commissioning, operational readiness and successful client handover.

Key responsibilities

Technical Leadership & Construction Assurance

• Act as the technical authority for construction delivery across data centre programmes and projects.
• Develop and implement construction delivery strategies, governance frameworks, technical standards and best practices to ensure consistency across projects.
• Lead constructability reviews during design development to ensure efficient, safe and cost-effective project execution.
• Review and approve construction execution plans, logistics strategies, temporary works, site methodologies and sequencing plans.
• Provide technical leadership across civil, structural, architectural (CSA), mechanical, electrical, plumbing (MEP) and specialist mission-critical infrastructure throughout construction.
• Lead resolution of complex engineering, construction and contractor interface issues affecting project delivery.
• Drive continuous improvement through lessons learned, standardisation and adoption of modern construction methodologies.

Construction Programme Management

• Lead planning and execution of integrated construction programmes from design release through practical completion.
• Develop construction execution strategies incorporating procurement, site mobilisation, construction sequencing, logistics and contractor coordination.
• Integrate construction activities with design development, procurement, commissioning and operational readiness programmes.
• Establish construction governance, reporting structures and programme controls across multiple concurrent projects.
• Monitor programme performance and implement mitigation or recovery plans to achieve schedule, cost and quality objectives.
• Ensure critical construction milestones are achieved in accordance with programme commitments.

General Contractor Management

• Lead technical management and oversight of General Contractors throughout project delivery.
• Review contractor execution methodologies, construction schedules, resource plans and productivity forecasts.
• Monitor contractor performance against contractual obligations, programme milestones, quality standards and safety expectations.
• Coordinate interfaces between General Contractors, trade contractors, client teams and specialist suppliers.
• Resolve construction conflicts, technical issues and contractor claims in collaboration with commercial teams.
• Drive contractor accountability through structured governance, reporting and performance management processes.
• Support contractor procurement, tender evaluations and contract award recommendations.

Construction Delivery & Site Execution

• Provide leadership across all construction activities including:
  • Civil and structural works.
  • Building envelope and architectural works.
  • Mechanical systems installation.
  • Electrical infrastructure installation.
  • High-voltage and low-voltage systems.
  • Mission-critical plant installation.
  • Specialist equipment installation.
  • Utility infrastructure.
  • External works and site development.
• Ensure construction sequencing supports commissioning and operational readiness requirements.
• Coordinate multidisciplinary engineering and construction interfaces throughout project execution.
• Monitor site productivity, resource utilisation and construction progress.
• Ensure effective coordination between construction, commissioning and client operational teams.

Quality, Compliance & Technical Standards

• Ensure construction activities comply with regulatory requirements, client standards and recognised industry best practices.
• Promote compliance with applicable building codes, health and safety legislation and mission-critical construction standards.
• Lead construction quality assurance reviews, inspections and technical audits.
• Ensure inspection and test plans (ITPs), quality documentation and construction records are maintained.
• Monitor contractor quality performance and implement corrective actions where necessary.
• Ensure construction deliverables satisfy contractual, statutory and operational requirements.

Commercial & Programme Controls

• Support development of construction budgets, resource plans and programme forecasts.
• Review contractor valuations, change requests and construction cost impacts.
• Provide technical input into procurement strategies and contractor selection.
• Support commercial teams during contract negotiations and technical clarifications.
• Monitor construction progress, cost performance, technical risks and programme health.
• Identify opportunities for programme optimisation, value engineering and cost efficiencies while maintaining quality and operational objectives. 

Stakeholder Management

• Build and maintain effective relationships with clients, project directors, consultants, General Contractors, trade contractors, suppliers and commissioning teams.
• Serve as the senior technical representative for all construction-related matters.
• Lead multidisciplinary construction coordination meetings and programme reviews.
• Present construction progress, programme risks and technical issues to executive leadership and client stakeholders.
• Facilitate timely technical and commercial decision-making across complex project teams.

Risk, Governance & Safety

• Establish governance frameworks for construction delivery across the programme.
• Identify, assess and mitigate construction, technical and programme risks.
• Ensure compliance with health, safety, environmental and corporate governance requirements.
• Champion a proactive safety culture across all construction activities.
• Lead technical investigations into construction defects, incidents, quality issues and non-conformances, implementing corrective and preventive actions.
• Ensure construction activities comply with client and corporate HSE expectations.

Qualifications & experience

• Bachelor’s degree in Civil Engineering, Structural Engineering, Mechanical Engineering, Electrical Engineering, Construction Management or a related engineering discipline.
• Chartered Engineer (CEng), Professional Engineer (PE), Chartered Builder (MCIOB) or equivalent professional registration is highly desirable.
• Professional certification such as PMP, PRINCE2 Practitioner or equivalent programme management qualification is advantageous.
• Minimum 5 years of experience delivering large-scale construction projects, including significant experience in hyperscale or colocation data centre environments.
• Demonstrated experience managing General Contractors through all phases of project delivery from design coordination through construction and handover.
• Extensive knowledge of CSA, MEP and mission-critical infrastructure construction.
• Strong understanding of construction sequencing, logistics planning, contractor management and programme controls.
• Proven experience leading multidisciplinary engineering and construction teams across complex projects.
• Strong technical, contractual, commercial and risk management capability.
• Experience working with hyperscale cloud providers, colocation operators or mission-critical infrastructure developers is highly desirable.
• Experience delivering projects across the Asia-Pacific region would be an advantage.
