Position
The Senior Procurement and Contract Manager – Data Centre Projects has a full-time role and will be part of the Data Centre team, reporting to the Data Centre Program Director.

Overview
The Senior Procurement and Contract Manager – Data Centre Projects is responsible for leading the procurement, contracting, and commercial management of large-scale, mission-critical data centre developments across the region, starting with the flagship data centre campus in Batam, Indonesia.
This role is accountable for developing and implementing procurement strategies, contract frameworks, tendering processes, vendor management, and commercial controls to ensure that projects are delivered on time, within budget, and in accordance with required technical, legal, and compliance standards.
This role shall support the growth of the company by creating procurement policies, contract management procedures, governance routines, supplier management standards, and commercial discipline during the first projects and scale up together with the growth of the company and investment regionally and potentially globally.
Key Responsibilities
Procurement Strategy & Leadership
- Develop and lead procurement strategies for data centre projects across the assigned region
- Establish and implement procurement policies, processes, governance, and approval routines
- Drive best practice in strategic sourcing, tendering, bid evaluation, negotiation, and supplier selection
- Ensure procurement activities are aligned with project execution plans, technical requirements, budget targets, and delivery milestones
- Act as the senior point of accountability for procurement and contractual matters across projects
Contract Management
- Co-lead the preparation, review, negotiation, award, and administration of major project contracts
- Manage a broad range of contract types including:
- EPC / Design & Build contracts
- Consultant and professional services agreements
- Long-lead equipment supply agreements
- Framework agreements and subcontract packages
- Ensure effective implementation of FIDIC or equivalent contract structures where applicable
- Ensure continuous bid bond, performance bond, insurance compliance with contracts and changes/updates as needed
- Manage contractual correspondence, notices, change orders, claims, extensions of time, back charges, and dispute resolution processes
- Provide clear contractual guidance to internal stakeholders during project execution
Tendering & Supplier Management
- Manage end-to-end tender processes including prequalification, RFQ/RFP preparation, clarifications, bid levelling, commercial analysis, and recommendation for award
- Lead negotiations with contractors, suppliers, and service providers to achieve commercially advantageous outcomes
- Develop and maintain strong relationships with strategic suppliers and key market partners
- Monitor supplier performance, commercial compliance, and contractual deliverables throughout the project lifecycle
- Support the development of preferred supplier frameworks and long-term sourcing strategies for critical equipment and services
Commercial Management & Cost Control
- Support project teams in establishing procurement budgets, cost plans, and cash flow forecasts together with finance team and QS consultant
- Ensure commercial commitments remain aligned with approved CAPEX budgets and project business cases
- Contribute to commercial evaluation of variations, claims, and compensation events
- Identify cost-saving opportunities, procurement efficiencies, and value engineering initiatives without compromising quality, resilience, or programme
- Maintain strong commercial governance, transparency, and auditability across all procurement activities
Risk, Compliance & Governance
- Identify procurement, contractual, and commercial risks and implement appropriate mitigation measures
- Ensure compliance with internal governance requirements, delegated authority limits, and audit standards
- Support compliance with applicable legal, regulatory, tax, trade, and corporate requirements in each country of operation
- Maintain complete and well-structured procurement records, tender files, contract registers, and change logs
- Promote a disciplined, ethical, and transparent procurement culture
Stakeholder Management
- Work closely with internal project, design, construction, finance, and leadership teams to align procurement and contract strategy with project objectives
- Manage commercial and contractual relationships with contractors, consultants, vendors, and suppliers
- Support engagement with clients, joint venture partners, utilities, and external legal/commercial advisors where required
- Provide regular procurement and contract status reporting to senior management
Team Development & Capability Building
- Support the development of procurement and contract management capability within the business
- Help establish standard templates, playbooks, negotiation principles, and contracting procedures
- Mentor team members and promote strong commercial awareness across project teams
- Contribute to building a high-performance, collaborative, and accountable culture
Qualifications & Experiences
Mandatory Requirements:
- Minimum 10 years’ experience in construction related procurement
- Minimum 5 years’ experience in data centre related procurement and contract management
- Bachelor’s degree
- Experience in working in Indonesia, Singapore and other SEA countries
Preferred Profile
- Strong experience in data centre facility related procurement, contract management, and commercial administration for large-scale construction (50- x00mUSD) or mission-critical infrastructure projects.
- Proven track record in data centre, industrial, energy, or complex MEP-intensive projects.
- Strong knowledge of contract forms such as FIDIC and related project commercial practices.
- Experienced in managing major tenders, supplier negotiations, and contract risk.
- Strong commercial acumen, negotiation capability, and attention to detail.
- Able to operate effectively across technical, legal, commercial, and project delivery interfaces.
- Comfortable working in a regional, multicultural, fast-growth environment.
