Project Director Connectivity (Singapore)

Position

The Project Director – Connectivity is a full-time role based in Singapore, subject to travels.

The role reports to the Chief Business Officer – Connectivity.

As a key member of the Business Unit, you will collaborate with internal and external teams on complex projects and deals, defining value propositions and roadmaps.

Overview

Part of the Business Unit – Connectivity, the Project Director will be actively involved in a broad range of projects from subsea cables to terrestrial fibre networks, with a particular focus on South-East Asia.

The Project Director is responsible for leading the end-to-end development and delivery of strategic connectivity infrastructure projects, from concept and planning through design, construction, commissioning and operational handover. The role provides overall leadership, governance and accountability for project outcomes, ensuring delivery is safe, commercially sound, technically robust and aligned with organizational objectives.

Working across multidisciplinary teams and engaging with government agencies, regulators, contractors, consultants, commercial partners and potential anchor customers, the Project Director drives project execution while managing risk, schedule, budget, quality and stakeholder expectations.

Key responsibilities

Project leadership and delivery

  • Provide overall leadership and accountability for the successful delivery of connectivity infrastructure projects throughout the project lifecycle.
  • Develop and implement project strategies, execution plans, governance frameworks and delivery methodologies.
  • Ensure projects are delivered safely, on schedule, within budget, and to the required quality and performance standards.
  • Lead project teams comprising internal staff, consultants, contractors and specialist advisors to achieve project objectives.
  • Oversee project controls, including scope, schedule, cost, risk, quality and change management.

Strategic planning and development

  • Lead feasibility studies, business case development, option analysis and project planning activities.
  • Define project scope, objectives, technical requirements and delivery strategies.
  • Align project outcomes with organizational strategy, long-term infrastructure planning and future connectivity requirements.
  • Identify opportunities to improve project delivery, operational efficiency, resilience and sustainability.

Commercial and financial management

  • Develop and manage project budgets, forecasts and financial reporting.
  • Lead procurement strategies, tender evaluations, contract negotiations and contract administration.
  • Ensure effective management of consultants, contractors, suppliers and service providers.
  • Monitor project financial performance and implement corrective actions where necessary.

Stakeholder management

  • Build and maintain effective relationships with government authorities, regulators, utility providers, landowners, industry partners, customers and community stakeholders.
  • Represent the organization in executive meetings, steering committees and external forums.
  • Manage stakeholder expectations through proactive communication and engagement.
  • Resolve complex issues and facilitate timely decision-making across multiple stakeholders.

Technical oversight

  • Provide strategic oversight of engineering design, construction, testing, commissioning and operational readiness.
  • Ensure compliance with applicable technical standards, regulatory requirements and industry best practices.
  • Review and approve major technical decisions, project milestones and delivery outcomes.
  • Promote innovation and adoption of emerging technologies to enhance infrastructure capability and performance.

Risk, governance and compliance

  • Establish effective project governance and reporting structures.
  • Identify, assess and mitigate project risks and issues throughout the project lifecycle.
  • Ensure compliance with health, safety, environmental, regulatory and corporate governance requirements.
  • Lead project assurance activities, audits, and executive reporting.

Team leadership

  • Lead, mentor and develop high-performing multidisciplinary project teams.
  • Foster a culture of collaboration, accountability, continuous improvement and excellence.
  • Support capability development, succession planning and knowledge sharing across the organization.
  • Promote a strong safety culture and ensure leadership visibility throughout project delivery.

Key accountabilities

  • Successful delivery of connectivity infrastructure projects against approved scope, schedule, budget, quality and safety targets.
  • Achievement of project milestones and strategic business objectives.
  • Effective management of project risks, governance and stakeholder relationships.

  • High levels of stakeholder satisfaction and organizational confidence in project execution.

Qualifications & experiences

  • Bachelor’s degree in Engineering, Project Management, Construction Management, Infrastructure Management or a related discipline.
  • Significant senior-level experience leading large-scale infrastructure or connectivity projects from development through delivery.
  • Demonstrated experience managing complex, multidisciplinary teams and multiple external stakeholders.
  • Strong technical, commercial, contractual and risk management expertise.
  • Experience working with government agencies, regulators, and strategic partners is highly desirable.
  • Experience in long-haul submarine cable systems and South-East Asia region would be a plus.
  • Experience in AI Datacenter environment deployment and high fiber count network would be a plus.
